Cost sharing is not required, but including cost share is framed as a competitive advantage, meaning proposals that bring additional resources (cash or in-kind support) may be viewed more favorably. Administrative requirements depend on how the award is processed: if the grant is issued to an individual, a DUNS number and SAM.gov registration are not required. If an organizational partner is involved in processing the grant, that organization must have the appropriate unique entity identifier (historically DUNS) and an active SAM.gov registration. The notice also emphasizes standard U.S. government expectations around equal opportunity and non-discrimination in both employment practices and beneficiary access, regardless of race, religion, ethnicity, gender, sexual orientation, or political affiliation.
