Opportunity Information: Apply for WAW NOFO FY21 02
The Alumni Engagement Innovation Fund (AEIF) 2021 opportunity in Poland is a small-grants competition run by the U.S. Embassy in Warsaw, funded by the U.S. Department of State (Bureau of Educational and Cultural Affairs). It is designed specifically for alumni of U.S. government-funded or U.S. government-sponsored exchange programs, giving them resources to turn the skills and networks they gained during their exchange experience into practical, community-focused projects. The broader AEIF program has operated globally since 2011 and has supported hundreds of alumni-led initiatives, with this announcement covering the Poland-focused competition and application process managed through the Embassy in Warsaw.
Projects must be proposed and led by teams of at least two eligible exchange alumni, and they must clearly align with at least one of the priority themes set out in the notice. Those themes include: environmental stewardship and activities that support environmental care; building a stronger atmosphere of inclusion for minority groups (explicitly including gender and sexuality, racial and ethnic minorities, people with disabilities, and others); and engaging youth in efforts that strengthen democracy, good citizenship, and civic engagement. Proposals that do not fit at least one of these thematic areas are considered ineligible. All funded activities must take place outside the United States and its territories.
Funding is offered as small grants, with expected individual award sizes ranging from $10,000 to $25,000 (award ceiling $25,000). The opportunity was posted on April 7, 2021, with proposals due by May 9, 2021. Final funding decisions were expected in July 2021. The planned performance window for projects was August 2021 through August 2022, meaning applicants needed to propose a project plan that could realistically be implemented and completed within that one-year timeframe.
Eligibility is limited to individuals who are verified alumni of qualifying U.S. exchange programs (as listed through the State Department alumni program list and/or J-1 visa exchange program framework). U.S. citizens are not allowed to submit proposals as applicants, but they may participate as members of a project team. Teams can include alumni from different exchange programs and even different countries, as long as the proposal is submitted by eligible exchange alumni and meets the other requirements. While organizations such as nonprofits, NGOs, think tanks, and academic institutions cannot apply as the primary applicant, they can participate as implementing partners supporting the alumni-led team.
Cost sharing is not required, but including cost share is framed as a competitive advantage, meaning proposals that bring additional resources (cash or in-kind support) may be viewed more favorably. Administrative requirements depend on how the award is processed: if the grant is issued to an individual, a DUNS number and SAM.gov registration are not required. If an organizational partner is involved in processing the grant, that organization must have the appropriate unique entity identifier (historically DUNS) and an active SAM.gov registration. The notice also emphasizes standard U.S. government expectations around equal opportunity and non-discrimination in both employment practices and beneficiary access, regardless of race, religion, ethnicity, gender, sexual orientation, or political affiliation.
To apply, alumni teams were instructed to email their submission to AlumniPoland@state.gov with the subject line "AEIF 2021 Project Proposal" by the deadline. The announcement repeatedly directs applicants to the U.S. Embassy Warsaw website for the full Notice of Funding Opportunity, including detailed application instructions, required documents, formatting, and the selection process: https://pl.usembassy.gov/education-culture/nofo2021/.Apply for WAW NOFO FY21 02
