Opportunity Information: Apply for ND NOFO 18 114
The North India Small Grants Program (ND NOFO 18 114) is a discretionary grant opportunity from the U.S. Department of State, U.S. Mission to India, run through the Public Affairs Section of the North India Office (PAS NIO). The program is designed to extend U.S. engagement beyond the National Capital Region by creating and running a small grants competition that supports locally driven projects in North India. The central idea is to back practical, community-facing initiatives that reflect the innovative spirit of both the United States and India, while also building links to U.S. expertise and exchange networks.
The grant is structured in two phases. In Phase One, the selected grantee acts as the competition manager: organizing the call for proposals, conducting outreach to potential applicants located outside the National Capital Region, handling proposal intake, and coordinating a selection process in partnership with PAS NIO. Through this process, the grantee and PAS NIO will choose up to four projects to receive funding of USD 10,000 each. These projects must be implemented in one or more of the following states and territories: Uttar Pradesh, Rajasthan, Punjab, Chandigarh, Haryana, Himachal Pradesh, and Uttarakhand. In Phase Two, the grantee shifts from competition management to implementation oversight, monitoring the funded projects through completion and working directly with the organizations, institutions, or groups that proposed and will execute the projects.
Projects supported through the small grants competition must align with at least one of five priority areas: environmental sustainability (including renewable energy), womens economic empowerment, entrepreneurship and innovation, preventing violent extremism, and countering trafficking in persons. The opportunity is intentionally flexible about the types of activities that can be funded, and examples listed include workshops, cultural programs, exhibitions, hackathons, competitions, and outreach campaigns. Regardless of format, proposals are expected to clearly define the issue being addressed, lay out specific objectives, and explain the expected outcomes. Strong proposals also need to show how the activity will meaningfully engage the audiences most affected by the issue and how the impact can be sustained after the grant-funded period ends.
Every project proposal submitted under the competition must include three core operational elements: a budget, an implementation plan, and a U.S. component. The U.S. component is a required link to American participation or expertise, such as involving U.S. government exchange program alumni or bringing in a U.S. expert, either in person or digitally. This requirement reinforces the programs purpose of fostering collaboration and shared learning, not just providing short-term funding.
Eligibility to apply for the overarching award (the organization that will run the competition and oversee the sub-awards) includes public and state-controlled institutions of higher education, private institutions of higher education, and nonprofit organizations with 501(c)(3) status (other than higher education institutions). The award ceiling for the main grant is USD 60,000, with one expected award. The funding activity category is education, and the CFDA number listed is 19.040. The opportunity was posted on April 12, 2018, with an original closing date of June 12, 2018.Apply for ND NOFO 18 114
